Only Workable for Target Users (Third World Laboratories) if CD-ROM's are Free or extremely cheap.

• What are trivial costs for people earning >US$500 per week are quite harmful for people earning US$2.5 - US$10 per week.
• Paperwork is much reduced
• Legal Aspects are much simplified
• Any financial costing system would be best implemented under the auspices of an appropriate not-for-profit institution.
• Permissions are easier to obtain (though can still be problematic)
• Psychologically consistent with the original philosophy of the internet.
